"Sooner or later that defense is going to break down. The focus of our concern is not to bust somebody who flunks a test, but use it as a tool to get him some help." Murawski said she knows of no Knox County employer with a formal employee drug assistance plan.

However, local employers "clearly understand the rule for dismissal has to be performance," she said. Ed Wagner, co-chairman of People. Against Substance Abuse, agreed denying a problem exists "is a problem in itself." "Denial accounts for an. acceptable amount of tolerance to any problem," Wagner said. it is time for the residents of Knox County to become better aware of the problems around them.

Awareness is the key to prevention. Just because something is legal doesn't mean that it is Wagner said PASA is particularly focused on educating children to be aware of drug and alcohol abuse. "It is a very tough time for them to be growing up," Wagner said. "We feel that everything possible should be done to help them make the right decisions about drugs and alcohol." Mandatory urine testing can help young people stand up to peer pressure, Conn said, adding he does testing for high school athletes in several school systems. The ability to say an athlete will have to undergo a test "gives kids a chance to say no," Conn said.

The only certain way to pass a drug test is never take drugs in the first place, Conn said. The threat of a drug test may be the only way to lessen drug abuse, he said. "You can talk until you are blue in the face, and that's not working. The only way is testing," Conn said. continued from page A-l The Vincennes Fire Department brought a snorkel truck to lift Hopper to the roof.

Sirens blared and lights flashed as Hoppef displayed a banner acknowledging the accomplishments of hi? students. While Hopper sat in a lawn chair on the roof and read to himself, the firemen went into the classrooms and read to the children. "We tried to motivate kids to read," Hopper said. "Some kids really got into it." By November two boys already had read the required amount, but continued reading more. All students reading the required number of pages will receive a pencil with a bear on it and a sticker.

"They've been excited about it all along," he said. "We're cooking up a new project for next year." Eisenhut asked the board to rescind Holt's promotion. The promotion had been requested by Lemons, board President Allan Bradfield said. The board delayed any action and voted to write a letter to the Board of Works requesting the specific rank structure be sent to the Merit Board in case any further action was needed. Also at the March meeting, the board voted to promote Patrolman Ron Street to the rank of sergeant.

As of Thursday, the board had not received notification from Lemons that Street had accepted the position. The board voted to send Street a letter asking him if he would accept it. In other business, the board received a letter from City Attorney. Paul Ledford concerning the hiring of a new police officer. The board voted in March to hire Ted Dye and Jackie Boger, both of Vincennes, as rookie patrolmen.

As of Thursday, neither had been notified by Lemons to begin employment. "It has come to my attention that the merit board presently has a qualification list for new members for the police department consisting of two individuals," the letter said. "It has further come to my attention that one of the individuals, due to some alcohol related instance in the past, is unable to be insured by the city's insurance carrier. I think you will all agree that we can't have anyone working for the city who exposes us to liability that we cannot insure." Ledford suggested that there "should be some meaningful dialogue between' the board or himself on behalf of the city and perhaps the mayor and police chief if you desire." Bradfield did not say which applicant was in question, but did say the applicant had included the alcohol offense on his initial application. "It occurred eight years ago and was a misdemeanor," he said.
